Working Environment Act § 3-1 and § 4-3

Mapping the psychosocial working environment – without a separate project

The Working Environment Act requires you to map the psychosocial working environment, assess the risk, put measures in place and follow up. Since 1 January 2026 the regulation says more clearly how. Orgpuls makes each step part of work you do anyway.

What the law requires – four steps

The requirement is in section 3-1, second paragraph, letter c of the Working Environment Act: the employer shall map hazards and problems, assess the risks on that basis, draw up plans and implement measures to reduce the risk. For the psychosocial working environment, chapter 1A of the regulation on the performance of work expands on this, in force since 1 January 2026.

AML § 3-1 (2) cMap, assess risk, make plans and put measures in place. How Orgpuls does it: one survey is the mapping, the result shows the risk per factor, and the findings become measures with an owner and a deadline.AML § 4-3The psychosocial working environment shall be fully satisfactory. How Orgpuls does it: eleven factors covering what the section names, among them unclear and conflicting demands, emotional demands, workload and support.Regulation § 1A-2Mapping shall be done together with the employees, repeated regularly and documented. How Orgpuls does it: the annual wheel plans the rounds, and every round is stored with its date.AML § 6-2The safety representative shall be consulted. How Orgpuls does it: the safety representative sees the same figures as management, at no extra cost.

The documentation builds itself

The regulation requires the mapping and risk assessment to be documented and to form part of the systematic health, safety and environment work. In Orgpuls every survey, every risk assessment and every measure is stored with a date and an owner. The report follows the four steps of section 3-1 letter c in order: what was mapped, what the risk assessment concluded, which measures were put in place, and what the follow-up showed.

The figures stay as they were when the round closed, so the documentation does not change afterwards. The report can be printed or saved as PDF the day someone asks.

What a year looks like

BaselineThe full question set once a year: 33 statements across eleven factors. About four minutes per employee.
MeasuresThe result points to what lifts the most. You choose measures and give each an owner and a deadline.
PulseShort surveys between baselines, only on the factors where a measure is running. Under a minute.
ReportMapping, risk assessment, measures and follow-up – together, dated, ready for an inspection.
Questions we get often
Yes. Section 3-1 applies to every employer with employees. The regulation says mapping shall be adapted to the organisation's nature, activities and size – a small organisation can keep it simple, but not skip it.
